Community-Based: Service locations, as well as management and decision-making responsibility, rest at the community level.
Culturally Competent: Agencies, programs and services are responsive to the cultural, racial and ethnic differences of the populations served.
Family Involvement: Families are full participants in child and youth services, including empowerment for parent/youth involvement and self-determination in the planning and delivery of services.
Comprehensive: Access to an array of services that address the physical, emotional, social and educational needs of those served.
Individualized: Services are flexible and tailored in accordance with the unique needs and
potential of each child and/or family and guided by an individualized service plan.
